Information
In Luxembourg, the “Office for Export, Import and Transit Controls” (OCEIT) within the Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade is the responsible licensing authority. The OCEIT supports companies and research centers established in Luxembourg to work within the legal framework as well as to establish an export control compliance culture.
If a company wants to export to markets outside of the EU, it is important to know that export authorisations are required for the export of dual-use items, defense related items, ”torture goods” and some items under economic restrictive measures.
Please note that the term “items” does not only include products but also software & technology and that emerging technologies also fall under export control legal obligation if the potential end-use is of concerns.
- For the export of dual-use items an authorization is always required. For brokering, technical assistance, transit and/or transfer (within the EU – Annex IV only) an authorisation might also be required. To see the full list of dual-use items please consult the Annex I of the EU Regulation 2021/821.
- For defense related items listed in Common Military List of the European Union an authorisation is always required but not only for exports but as well as import, transfers (within the EU), brokering and technical assistance.
